uwi uses this function to find prime numbers.This works to n=10^8 in 1 second. Can someone explain in detail?

the sieve of Sieve Eratosthenes to : find the numbers that are the multiple of two numbers and the ones that are not marked are the primes (as we know prime number are numbers can't be written as the multiple of two numbers).

This is a normal implementation of sieve of Eratosthenes with weak wheel factorization. I put each odd's "prime or not" on each bit. Moreover, "magic" runs faster a little than Long.numberOfTrailingZeros. https://chessprogramming.wikispaces.com/De+Bruijn+sequence
