Ukrainian Seletions for IOI starts today (the 19th of April). There are 19 participants, 8 of us have chance to present our country in IOI in Tehran. I will try to update table after every tour (there will be 6 tours). You can find full table made by MStrechen.

Why are some people "out of competition"? Ihor has the highest score after day 1, but he will not be selected in the IOI team in any case?
According to the rules, only 8 people with the highest score on Ukrainian OI will take part on selections. Other people participate just for practice.
And what is the point of participating unofficially for the students that are graduating from school this year? As far as I remember, in Ukraine there is an 11-year education scheme.
Yes, this is the last year for some of participations and for Ihor. I think the main reason is to train before ACM competitions.
