Yes, here it is. Please look at Recent actions carefully. There, you can find blog posts which include announcements, editorials, etc.

Usually you can find editorials and other useful posts at the contest's page (on the right, "Contest materials"). I've added links to announcement and editorial for R138 and 139 now.
