Any one is interested to translate e-maxx.ru into English ? .. .

I had a sort of feeling that this resource will be useful .. but is tooooo difficult for me to read those Cyril characters .. .Any one want to translate this web-page into English? or only a piece of section about the graph theory.

I think that one might as well generalize this idea a little bit — create a wiki that describes methods and algorithms with heavy emphasis on competitive programming. The content could be sourced not only from e-maxx, but from other contributors/resources as well.

Maybe there's something like this on the internet already?

    There are quite a few good articles on TopCoder here.

    There is also the TopCoder Cookbook project, however, I don't know how to see its current state in one place.
