      Yeah, they participate to OLympiad unofficially as a guest country.
      ps. This year Turkmenistan also participated to BOI as guest country despite not being Balkan country.

        Why Turkmenistan didnt participate in Neerc? Because it is very strange to hear that you participate in many olympiads for school kids, and not participating for students.

Bulgarian team:

Team, which should be going:

  1. Martin Kopchev (junior, in the IOI team)

Team, which is actually going:

Why is this happening? Because in the Bulgarian rules there is no point which says "Junior, who is part of the senior team, is part of the junior team, too".

There are 2 points concerning this:

1) "Junior, who is part of the extended senior team, can compete for the junior team with their points from the senior competitions."

This is obviously borderline impossible. Just for reference, even BGR1 in the senior team does not have enough points for this rule.

2) "Junior, who is part of the extended senior team, can be directly taken as a part of the junior team if the junior jury decides."

There was a voting during third IOI selection competition and the majority of the jury voted "No". Why? Because "It is not moral to include him directly even if he becomes part of the IOI team as the other juniors had competed for their places". And majority actually agreed. The reasons for the negative result are other, but this is not the subject of this comment.
