Why 9999 and 99999?
The question says n won't be greater than 10^5 and the rows and colus won't be greater than 10^6
I don't know what else to add.
Really, i have no idea why do you have RE
if you have only 99999 rows and cols and you try to access the 100000th one then it will not work
