I tried to create an account on tsinsen many times but I can't log in by account that has recently been generated. I also tried to log in by weibo but it doesn't work. I wonder how to use tsinsen and if tsinsen is still working. Can anyone help me?

I translated the message in http://www.tsinsen.com/new/user/login.page?redir=/new/user/usercenter.page
Note that the original text says 9th month, 1st day. The translation had me thinking the date was in January since I am reading dates the American way (01/09 looks like January 9 to me). But it is in September 1st.
I'm confused. Is the time September 1st or January 9th?
September 1. But probably the "make new account" feature is already gone.
