I have seen people that enter to a contest in Codeforces and they just see the problems, try to solve them but can't. Happily those people didn't submit anything so their rating remains untouched; however, some people that actually could solve one problem get penalized in their rating much more than the ones that couldn't solve anything but didn't submit.

In my opinion, if you are registered for a contest and you enter to it at the time of the contest, it should count towards your rating regardless if you submitted something or not.

The problem is that you can read statements without authorization.

    No, this is not a problem, this is a feature. I also cannot follow how that restriction would help the problem in the first place.

      Because you would see the problems only after entering the tournament. Clicking "Enter". After entering, no way to get out without rating change :)

      This was discussed probably many times before, I remember this time.

Yes, but consider the case when you have registered for the competition and, all of a sudden, your internet connection stops and you can't do anything, even reading the tasks.

    There's nothing you can do about it. Currently too, if it happens after submitting a problem, maybe unsuccessfully.
