what happens when contribution goes very low

i just wanted to know what happens when a users contribution gets very low. Is there some account suspension or anything? I'm asking this in due to the fact that there are a lot of totally unnecessary downvotes from many users and wanted to know if it makes any difference to the user.

      Yes. Some douche judges you everytime based off that. I can only comment 4 times per hour and each with at least 10mins interval.

      P.S. Sometimes I'm satisfied with the downvotes. And why tf someone has to create an alt and ask this question? Such a pussy lol.
