Since Div3 contestants are used to participating in Rated Educational Rounds, wouldn't it be fair to allow it to be rated for both Div2 & Div3?

Since both below 1900 & 1900 to 2100 rated people can participate in Div2, so there is a common combined contest, wouldn't it be good to have a Div2 + Div3 combined in educational rounds since it is educational?
