Hello, I have a question, can you get a rating > 1199 from rating 0 in one div 1 contest solving all the problems?

You can't even participate in a Div 1 contest if you are less than 1,900.

    I think what they mean is a contest which includes even Div-1's like a Global Round perhaps.
