After CFBR#60 I spotted strange fact: rating of all 'not rated' before round users changed significantly smaller than rating of other users.
For example, rated(1693) suh_ash2008 and not rated star tied 152 place. Rating of first increased by 105 when rating of second of them increased only by 67.
In similar situation in round #56 rating of not rated at nearly same position increased no less than 200 points.
Is there some explanation of that or it's a bug?

That is because non-rated participants are given a default rating of 1400 or 1500 (I am not sure). And the rating increases more if you are above your "expected" rank.

In post stated that in previous rounds participants with nearly same results(among everybody and among div2) earned over +200 to the rating.

There were more number of people participating in the other rounds. Rank 100 in 1000 people will get you a better rating change than Rank 100 in 200 people.
