Just like the title says, would it be a good idea for me to practice from ladders of the level (1600-1699) even though I'm a newbie(1016)?

I'd say no. Go for 1300 maximum instead.

No, this will be a waste of time and don't be so ambitious to solve problems way higher that your rate, instead solve [1100-1400] problems, this will suit you a lot

I'd say don't go for it, unless you think you're underrated. Go ahead and solve some 1300-1400 problems if you want a challenge, and then if you think they're too easy, go ahead!

As others people have already said it would be a good idea to solve problems with difficulties 1100-1400. Also I suggest you to add some really useful tags: dp, binary search, sortings, two pointers (and maybe dfs and similar). There are used in lots of problems with low difficulties(I mean 1100-1600) and help you with difficulties more than 1600, so if you know something about them(try to google), you will solve many problems, which you can't solve right now.

I'd say yes, challenge yourself.
