Hello I am new to codeforces but as in post it is mentioned that div 3 rounds are rated only for those who has has rating less than 1600 but in last div3(629)round , there are few people who has rating greater than 1600 and their rating is been updated . As an example peter112358. MikeMirzayanov sir please look into matter.

That's probably because he registered for the Div. 3 Round before he became Expert, so he was marked as an official participant. That kind of bugs already happened before.
The bug happened to ones who registered when he but expert but join as SPecialist (he wont get any point) too
