There is no best way. You have to try your best and select your best suitable method of learning way
If you are just new, you should focus how this system works? Get the feel for writing code, submitting it. Start with atcoder.jp beginner contest (Get confidence over at least A, B, C problem) Then, Practice Practice Practice (as suggested by some of my seniors) Start, from problemset, sort it in increasing order of difficulty/rating and start with 500/800 and if it is too easy for you increase the difficulty day by day as per your convenience. Open some good coders profile and see the first contest he gave, start your virtual contest as that starting point.
