Doubt in codeforces policy

dear Mike MikeMirzayanov i dont want to disturb you but wanted to know if codeforces policy allows someone to create a new account and give contests from the new alt account without taking part from original account and without cheating and without sharing code or submitting from multiple accounts during the contest

      Haha, valid point! Although I guess it wants to say "Don't take a photo of your neighbour and use it as your avatar"/"Don't use tourists picture as your avatar". I don't think its intention is "Only use photos of your own face as avatar".

      I somehow doubt someone would assume I'm a South Park character in real life and would get confused by that. Would be dope though!
