Are Persons with very high ratings like Red,Orange have Insane Problem Solving in real Life Problems as well?

In another way.

Does their problem solving only limits to the things which can be solved with Programming Skills or they Just can Propose highly optimized Algorithm to Solve almost any problem in this World.

Just Wondering

Can top rated competitive Programmers can think of a way which can stop the spread of COVID ? If all the representatives in (Laws Makers/Policy Makers) are filled with top competitive Programmers can they change the World ? or Solving some serious Economic/Health Issues ?

People with very high ratings on Competitive Programming sites are good at precisely one thing — Competitive Programming.

Equating ratings on CF with general intelligence or decision-making abilities doesn't make any sense.

Not quite true. Everything has a carryover to other things. For example, people who have been training to think upon a problem for hours will have higher concentration in general.

I think it's mostly true. There was some guy (I'm forgetting his name atm; the story's in the book Peak) who was trained to memorize long strings of numbers upon hearing them. They tried asking him long strings of letters to see if he'd remember them, and he couldn't memorize long strings of letters, only of numbers. Seems to suggest that deliberate practice is domain specific.

Not always, not never, somewhere in the middle. In particular for CP, I expect decent improvement in logical reasoning dependent activities

There are various form of intelligence. CP measures some of it. High rated people are certainly at extra ordinary level of intelligence in some categories that are needed for cp but that does not mean they are at peak in every category. Practice matters but with same amount of practice everyone will not reach same level and most will not reach red regardless of the effort they put in. So if some thing require the intelligence that high rated people are at top level they are more likely than others to do good at those. If they are not familiar with those then they have to put on some effort and learn those and effort needed will be lesser than those who are not as high level as they are in required intelligences just like you see in cp. Nothing is completely isolated as a great man once said, "Everything is connected".

I once rescued a ping pong ball from a drain by pouring water into it and waiting at the bottom
