Codeforces has this option to "Offer to publish great rating rises", but when I hit the notification I don't see any social media share button or even one to share in a blog here in Codeforces.

Am I just not seeing it? What is the real purpose of it?

I don't know. At least I don't have such a high rating rise. Maybe the real purpose is that you must share it yourself.

Look you have already shared it by writing a post, right?

    I wish I had an actual +400 haha! It was just a number.

    But if it is just an informative notification I guess it's kind of useless (at least for me).

I feel like the real purpose of it is that you can take a screenshot and post it somewhere.
