Can regular people become orange (cf rating +2100) by any chance?
Regular mean median population iq, with no special background e.g) specialized high school specifically designed for CP/IOI training or similar.
I actually wondering if there is any, I mean in history.

Yes.
You might be able to find an orange or two with an average or below-average IQ just because there are always exceptions. If you took 100 people w/ average IQ (that is, 90-110) and told them to grind cf for a few years, I think that there would be a good chance that none of them would reach orange.
I'll provide a little bit of my reasoning: a rating of 2100 is right around the 98th percentile. In most sports, you aren't gonna get to that skill level without at least a bit of talent.
How many orange ones do you know that you were able to draw such a conclusion?
I don't need to know any oranges to draw this conclusion. In general, those who are very skilled at some sport have a bit of talent.
Okay, define what talent is
I've thought about this a little bit and I think codeforces talent can be aptly measured by tests of fluid reasoning. For a little bit of background, this is how many modern psychologists view the structure of general intelligence (the factor IQ tests are designed to measure).
If you scroll down to page 2, you will see that general intelligence has many smaller "broad" abilities, each broad ability having a few narrow abilities. I believe that one's reasoning ability might predict their codeforces performance better than one's general ability (IQ). Of course, these two abilities are highly intercorrelated: someone who is good at reasoning very likely has a high IQ and vice versa.
I could be wrong. General ability might be closer to codeforces talent than reasoning ability. I am just going off of my intuition here: pretty much all you're doing on codeforces is thinking/reasoning.
If you took 100 random people, there would be a good chance all of them would be fully demotivated within 6 months. If you are talking about a highly intrinsically motivated person that has a passion in problem solving that can handle intense grinding for years (and the pain) plus good mindset and practice strategies, that person has a good shot at becoming yellow. This kind of person is definitely not "regular" and what I mentioned has nothing to do with IQ. There are even a lot of CF users that wouldn't fit any of these catagories (looking at the do CP for jobs people).
A person with a higher IQ is less likely to get demotivated because he will get better results with the same amount of preparation as a lower IQ person. Since most people will have a lower IQ than him, observing his progress relative to them would not demotivate him.
Going off of what WeaponizedAutist said, anyone with a passion for solving math/coding problems, on average, has high mathematical ability. You aren't gonna enjoy solving problems if you're no good at it. If you solve thousands of problems, chances are that you're intelligent. This is partially why many masters/GMs have solved so many problems relative to other users: they didn't quit because they enjoy it, and they enjoy it because they are good at it. Practice, of course, plays some role in attaining master+ rank too.
Your comment is also kind of beside the point. Hypothetically, if you forced 100 people with average IQs to grind codeforces for a few years, there is a good chance that none of them would be master.
I think I might be an exception to this. Of course, I'm not a strong participant, but I still love solving problems, and it is more like a hobby of mine. So in summary, I'm not good but I still enjoy :)
