The best thing to do with this kind of posts is to not vote at all.

• If the user is really trying to get low contribution, then you'll help him if you downvote him.
• If what he actually wants is a high contribution and he thinks "I'll ask for downvotes, so that the community gets upset and gives me upvotes", and you vote up, then you'll help him too.

If you don't vote, then he will get neither lower nor higher contribution.
