Hello, I'm new to the codeforces platform. I participated in the Codeforces Round #408 (Div. 2) a,d i solved 0 problems (3508 rank), yet i became green (pupil) and i got 1370 as rating. Today i participated in Codeforces Round #409 (rated, Div. 2, based on VK Cup 2017 Round 2) and i solved 2 problems (2088 rank) yet i got negative rating (-65). I'm wondering why?

That is because your rank wasn't good enough to justify your 1370 rating. Rating change doesn't depend on the number of problems solved. It depends only on your expected rank and your actual rank among other participants.
yes you got a negative rating this time , but you got a negative rating last time too !
Codeforces suppose that your last rate ( if this is your first time to participate ) = 1500
after Round #408 (Div. 2) you rate was 1370 that's means you unfortunately got -130 !
but it's ok ... just keep going ^_^ ..
