Unlikely.Because usually Div 1 users can only participate out of competition in a Div2 Only Contest,or it will be unfair for Div 2 users.
I think there is an option to calculate the rating for Div. 2 users separately from Div. 1 users, which means it won't affect Div. 2 users at all.
I think it will be online version of the school regional contest, and it's too easy for Div 1 participants
But it is still fun for purple participants :)

Anyway,I'm glad that this contest and Round#146 will be held at 11.00 Moscow Time,which means 15.00 in China.I don't have to get up at midnight :)
I hope there will be more and more contests at like,11:00 am,when many people in Asia don't have to stay up late.By the way,the time,11:00 am,is also in daytime for the whole Europe,so the largest number of people can take part in the round if at that time.
But remember — people have to go to work or to school. So more contests before the midday means fewer people from Europe will participate.
Maybe it is the best case that contest is held at that time on weekends，then everybody would be willing to accept.
