I really like your idea~ But sadly, my poor brain is not able to answer these two interesting questions in a funny way. I think it will be funnier if we can also share funny jokes about Codeforces or Competitive Programming in the comment.
e.g: "I promise I won't participate in any Codeforces Contest after Goodbye2018 this year, please let me pass the system test." (A real post from me before the Goodbye 2018)

Answer: With all due respect sir, what could be better than a badge of honor from the hands of Mr. The President, realDonaldTrunp?
I would suggest the following design based on the U.S. ARMY Special forces badge:
The prize should be disabling downvote button against the winners.
The contest is declared as unrated, because tourist is not in the 1st place, sorry tourist.
The contest is extended by 10 minutes so Petr can solve more problems, go Petr.
1.some cash or may be interview/internship opportunities at good companies.
2.contest is unrated because most people cannot be able to solve mathematics related problems.(OEIS was down for some time).
3.I just don't want to be Too_lazy_to_solve new and interesting problems this year.
