Around 2 mos ago, I read about [this proposal](https://hackmd.io/s/rkY9e087N) under [user:johnchen902,2019-04-11]'s [comment](https://codeforces.com/blog/entry/64791?#comment-488127261). Now I find the PSP Final appears on the [list](https://icpc.baylor.edu/regionals/finder/apsep-2019) of PSP contest for 2019. But still I have some doubts around it.↵

1. Does it mean it is confirmed?↵
2. How does the qualification work? Is it more like NEERC where all the WF slots are generated from this particular contest or more like China where the final is just another regional? (I don't really know how things work in those two regions so correct me if I am wrong.)↵
3. Is this a regional counting towards the annual participation limit (currently two)? ↵
4. Where would it be held? According to the blog VNU was proposing it but under [icpc regional finder](https://icpc.baylor.edu/regionals/finder/PSP-Final-2019), the contact info is UCSY's?↵
