On my contests page, it shows that I solved 0 problems on the recent Division 3 round. However, my rank is still shown as 12 and my rating change is still +302. Is this a bug?

You can see this Mhmd_Bakr obfuscates and uses strange code style in order to avoid getting skipped
I think the msg you got was for a simple problem and python codes being short could do that false positive coincidence. Hope you get ur ratings back
Also why is there no rating change instead of a negative change?
Because system converted your participation type from official to unofficial.
However, if you cheated or the system skipped u for a 3rd time you would suffer negative deduction than a zero rating change
