No registration for people under 1600 Rating for Codeforces Round 905 (Div. 2). Why?

When I am trying to register for the upcoming Div 2 round,

I wonder if the registration rules have been changed or if It's a bug or If it's only for this round.

The round is div 1, div 2 and div 3 at the same time. That is why registration rules are different. Register for div 3 instead.

Wait is it normal that CMs can register for div2?

    Yes. Unless it is div 1 + div 2, in which case they participate in div 1.

Then now Div 1,2,3 contest looks like
Div1: 2100+
Div2: 1600-2099
Div3: -1599

And it seems that currently we can register (div1 and div3) or (div2 and div3) at the same time... (because of this you cannot register div2, otherwise you could get rated from both div2 and div3)
I'm wondering what's the exact format of contest. (Personally 1600-2099 seems too narrow for div2. I think 1400-2099 is another choice)

It seems that Codeforces Round 904 (Div. 2) and Codeforces Round 905 (Div. 1 + Div. 2 + Div. 3) will take place in the same day...
So what will happen if I reach 2100 in Round 904 but I've already registered for Round 905 in Div. 2? Must I compete as an unrated participant?

    I don't think ratings will update that quick. Even if they did, i believe your rating at the time of registration is the one that is checked for registration to a round
