Something needs to be done about cheaters

Dear codeforces users and MikeMirzayanov, due to the increasing incidence of fraud in codeforces rounds, it seems reasonable to me to take the following actions:

1) If anyone tries to cheat in even one round, their account should be banned for life. As far as I know, they just take over the ratings and continue to cheat.

2) For new accounts, make the first five competitions unrated so that scammers do not have the desire to create new profiles after blocking the previous one.

and maybe change the whole system: 1. others should not effect your rating 2. penalty does not effect your rating 3. contest should be 5 hours instead of 2 4. don't worry about cheaters :)

    I used to not worry about cheaters, but when there are hundreds of missing participants in contests, it undermines the entire rating system. Just remember all the recent posts like “My rating has decreased by X points.”

I've heard that some people are first submitting their code and then locking their problems so they can view other people's accepted solutions. They then copy these solutions and sell them to other users for a fee. If plagiarism is detected, innocent users who have nothing to do with this scheme are the ones who suffer, while the real culprits remain unaffected. According to your first rule, many innocent people will be penalized while the actual wrongdoers escape unscathed. What about them?

As said in this comment, phone number verification should be made compulsary so the creation of alt accounts will become harder and people will more serious and avoid to cheat on their main id, because currently they cheat and then create a new id with no repecussions

I think if normal hacks are stopped during contest time(div1+2,div 2,div 1) 70% cheating can be reduced. Because many higher rank people share others' solutions in telegram/discord/youtube channel when he solved this problem and lock his solution.

Hacking is an enjoyable subject, I also enjoy it.So the hacking phase can be started for about 3-4 hours after the competition.

ban some regions temporarily...most of them are cheating to increase ratings for the hiring season..i think after the hiring season cheating incidents will decrease and then restore the services again to that region
