Was the last div1 unrated?

I've noticed one thing. Although the rating change of edu has come out, the rating change of div1 in the previous game is still frozen. Is it unrated? Or, the rating change will be recalculated at that time? I don't understand too much.

Also, another question if it's rated and it's rating change is being calculated, after rating change if someone has >= 2100 rating (and previously before educational round he/she had <2100 rating) will educational round still become unrated?
