People cheat because they are getting some benefits from cheating as simple as that! Now what are the possible benefits people can get from cheating in CP? We will focus on major benefits.

They want high rating. But why? Because they want to use/show it somewhere. More than $$$90\%$$$ of people cheats because they want to use it in their resume so that they can get some weightage for getting their Jobs/Internships. They do so by writing their ratings...master/CM... in their Resume/CV.

Note most company shortlist people if they have good ratings or have done some extra-ordinary in CP. Of course people will be disqualified later in interview process if they are not good enough but for cheaters even getting shortlisted for interview is precious!!)

Since we know the people want to cheat because they want to write in their resume. Note that people want to cheat but they never wish for getting caught.(agree?) Also no one want to live their life in shame. For example you don't want people of your community looking at you as a thief and that's why people don't do bad things in front of others because they are afraid of getting caught and then may be they can't bear the pressure of shame?

Now considering all these in mind MikeMirzayanov can do something as follow...

He can create/implement a special Badge of Cheaters on the profile of every user. When a user get caught on plagiarism or if someone reports him/her with full convincing proof then on their profile this $$$Special \, badge\,of \,cheaters$$$ will show that he is a cheater. This Badge will help to create Shame for the user from the CP community. Not only this But lets say they shortlisted for some interview then there are $$$50\%$$$ chance that this user will get caught by interviewer if he/she ask him/her to show their profile and they have cheated. Surely if they are cheater and in past codeforces(or some people with proof) was able to detect them as cheaters then they will not put this in their Resume why? because we have our $$$Special \, badge\,of \,cheaters$$$ on their profile and they don't want to ruin their whole carrier by showing it to an interviewer that they are cheater So this will create some fear for them.

Also you may say that they can make other account but notice that this job/Intern season last only for $$$1-2$$$ months and since codeforces starting rating has changed to $$$0$$$ the time taken to gain around $$$~1900$$$ rating is significant and probability without getting caught in this series of contest with series of cheating is very low. Also let's focus on the positive side more.

All those people who are working on different companies, they can tell this to their recruiting team that if some candidate is using their rating on Resume then make sure that you are checking their profile in order to know that they are cheaters or not.

Ask every user for their name, country, college name etc. and put it on their profile. How it's useful? You may say that cheater will put fake information? No if they put fake information then again the interviewer who will look at their profile(assuming user has provided it in the resume) will ask the candidate — why your actual name and actual college name is not showing on your Codeforces profile? How I(interviewer) can believe that this account is truly yours? Because you can put others account also. So people will be forced to use their original data if they really want to do the CP for Job purpose.

Note- All this awareness has to spread to recruitment team of different companies and its not difficult. Because almost every company has some employee who use codeforces/Codechef...

Try to expose people if you think they are cheating. Also since everyone can see all the cheaters from their profile and their $$$Special \, badge\,of \,cheaters$$$... may be mock the cheaters to feel them as shameful... just kidding.
