Why do rating changes get rolled back frequently?

For the past few contests rating changes get rolled back and return back with slight modifications. Why does this happen? (asking out of curiosity)

They probably remove some cheaters manually and then recalculate the ratings.

The question can be rephrased to -> Why are people cheating ?

Btw, rating changes are rolled back , the cheaters are removed , the rankings and delta changes slightly which is updated in the new rating

    i don't think enough of them get caught , as sometime i see a question and think no way 8000 people have solved it
