HackerCup shirts aren't being delivered to Turkey, Why? Is it a bug?

When I tried to claim my shirt on the vendor's website, I saw that Turkey wasn't an available option for delivery. Is this a bug or if it is not then why is Turkey banned? Also, Turkey should be on the delivery list according to SecondThread's blog.

If it is a bug, then please fix that.

Yeah this is especially weird since in SecondThread's blog Turkey was present but it is not in delivery page. SecondThread , can you take a look at this ?
