I know he is a cheater. But best way is just to ignore him. Not to be rude.

I don't know what's the matter with these users nowadays, some of 'em want to get minuses and dislikes! Some of 'em cheat.

I, myself, used to cheat once too. MikeMirzayanov had also warned me about that! I used multiple users to avoid Wrong answers. Even I_love_tigersugar, who is a GM and one of the top contributors used another accounts to participate div.2 only contests. C'mon people, you may also do something wrong. It just didn't go public. Everyone may have mistakes.

    he messages to coders like Egor . Egor write about this person in his blogs or comment. so when you don't know a thing , don't talk about this.
