recently,i did a 1100 rated problems and it was hard like harder than some 1300 or above.i wonder how cf problem rating works

Rating for a problem is calculated based on no. of submissions on that problem during the contest.
Sometimes some particular problem can be harder for someone, easy for others. Like for example, if you haven't read number theory yet then any number theory problem would be harder for you even if it's basic.
