It always feels like my mental energy and performance fluctuates in cycles when it comes to problem-solving. There will be periods of time (perhaps weeks) when I feel very confident and can think clearly, but after getting stuck on a few problems or having a bad performance that confidence gets shattered for many days. Has anyone else experienced this? Any tips on how to overcome this frustrating pattern?
Do some exercise every day.
Code with other people and you can talk with them.
Believe in yourself and don't give up if you got wrong.

I used to have the same problem as you.The way to overcome that problem for me is to simply code and think that CP is fun.You can see my progress.If you sometimes feel unconfident just think that after you read the editorial of a problem you can't do previously,you can do it now and you will feel that you are improving.

There have been times when I've been able to come up with the approaches for 2000/2100 rated problems during contests but sometimes (like now) I need to drag myself through the proofs of even the 800/1000 point problems...

That's normal, and it's probably because skill over time graph looks something like this:
When this happens I usually just do easier problems (have some fun) instead of hard ones that make me frustrated, or just take a break and do literally anything else than CP.
Remember that your brain also needs rest.

yea this happens to me too. my motivation is that I can make this happen less (or at least at higher difficulties) if I am doing more practice
