I always thought 5 subregionals. According to ICPC Regionals Eligibility Decision Diagram "5 regional contest years".

Since finals are mentioned as "finals" and regionals as "regional year", I believe qualifiers for regionals are counted for "regional year".

BTW in Asia during one year teams are allowed to participate in several regionals, maybe therefore the term "regional year" was used in the diagram.
