It seems very clear that more than one person is sending from the same account!!

They sent both problems B and H2 at the same second in two different programming languages.

Look at his submissions and you will know how many people are using this account.

        So, why do you not fail to submit B and H2 with different codes in the same second, but need 11 seconds between submissions of H2 and H1 which have same code. Sounds like enough evidence to me

    Most of the cheating and plagiarism cases cannot be proven. They are based on subjective analysis of facts. (eg. How similar must 2 codes be in order for us to be reasonably certain that they involve cheating?) Hence weak argument.

To avoid this kind of situation Codechef login system is more reliable. Because they have maximum limit of 1 person can log into an account at a time. I think if codeforces implement this system too then this type of matter will be reduced.

    The group can simply solve the problems independently and share it on a group chat for the one perpetrator to submit.

              You can still get injured from an accident even if you are wearing a seatbelt, does that mean there is no use of seatbelts?

                well in real life obstacles don't know how to "bypass" seatbelts so it's more random whereas people know how to bypass login limit.

            What if 5 min before the contest starts, Codeforces removes all the active sessions? Then, the only-one-login system enables, and allows logging in only once. So all the users that are going to write the contest have to log in again. After the end of a contest, it turns off.
