i don't think they cheated but he just used multi account to participate in div 2
it's just a div1 guy participating in div2

Actually, IloveGoodness = sheisactually14 = xtrome = ._. = ArrayAdvance = tavas (character of round #299) = hundreds other handles, and also I used my codes for VK Cup round #2 (Wild Card) and it told me that he also cheated with Reyna = Bell-sama = ... in this round. This is not the first time they are cheating or using multiple handles in a contest.

So, I asked administrators to punish them. Waiting for their respond.
