I was reading ACM-ICPC rules, there I read that "Team should not participate in more than 5 regionals". What does it mean ? Is it for same year or entire college life ?

You, as a contestant, are allowed to compete in 5 regionals and 2 World Finals in your life. Every university has its own regional assigned to it based on territory it's own and you're only allowed to represent one university per year, so it is impossible to compete in more than 1 regional per year. If you need more than one contest to get to World Finals (like, subregional), then it definitely doesn't count for more than 1 regional. I am not sure in case you participate in subregional and do not advance to the regional (from which people advance to World Finals) if that counts as a participation.

It's not about a whole team , but each member ..

Five Regional as total ( Regional Contests ) .

A student who has competed in five Regional Contests is NOT eligible to compete ( Regional Rules ) .
