According to me, it depends on what you want to do with it:

1) For CP: either use code::blocks or sublime text. (I prefer sublime) 2) For Making projects: Visual studio

You should not choose the best ide for c++, but the best for your needs. The best is the one wich works best for you. You will have to try some.

However, if you seriously do this, you will end up using just vi. So you can shorten the path and simply use it ;)

If you want it for competitive programming, VIM (with cf-tool) can be the best choice :)

I would suggest trying as many IDEs/Text Editors as possible, and choose one that suits you in the end. There is no best one, but there is a most suitable one for you.

For starters, I think Code::Blocks should be the best one out of the box. It's modern and easy for beginners to install, and to use.

For further customizations, like plugins that support competitive programming, don't hesitate to try other IDEs/Text Editors too. Combinations such as Vim + xalanq's cf-tool and Sublime Text + Jatana's FastOlympicCoding are wonderful, and are pretty complete. You can also try to create your own workspace, too.

VS Code is a text editor, Microsoft Vsual Studio is an IDE. Both works pretty well for CP,but the later one is used for projects. VS code is best for CP and has many features. Happy coding :)
