Some top coders want to close dfsof's blog on MathStackExchange. Fortunately, MSE is democratic, after voting, the blog is still alive and gets some upvotes. Well, it is his first blog on PE, I never expected so many unpleasant issues to happen.
If CF is a dictator, I respect you. If CF only values top coders, I think at least I should quit.

About a solution to a Project Euler (PE) problem. Well, I think it is controversial because PE discourages the communication of ideas. But it is discouraged, not forbidden, let alone "violating rules".

There are many controversial things all over the world, e.g., Cristiano Ronaldo vs MESSI; Linux vs C++, and China vs USA. As long as you live on the earth, you will go through controversial things. The word "controversial" does not imply immoral. Besides, chromate00 you would better check how many controversial comments you have made first.
The PE society says "Don't deny others ...". Well, dfsof is not denying others. Nobody is forcing you to see his blog. His blog is not for red coders. It is for <= CM. Problem 864 is not hard at all. It is just a simple combination of Pell equations and Hensel lifting, everything is well known. How could you become red if you cannot solve such a problem? Now that it is not for red colors, why do you write unfriendly comments?
"how many controversial comments you have made first" I'm very often ignorant, I know. Maybe even evil rarely. And I do accept any punishment about that. Honestly I don't know why some people can't accept punishments. If they did something even though they knew it was bad (while I can't confirm anything yet), they would already know very well that they may be punished too. Then why can't they accept the punishment simply? Why do they want compromise? Did they think the rules will apply differently for themselves?

(2) Is it safe to post learning notes on CF? The Notepad++ author joked he would insert random characters into documents of people who oppose his political views, then I removed all his software from my laptop.
It's neither. CF isn't a state, it's a website. Don't insert politics where it's not necessary unless you want things to devolve into shitflinging like in IRL politics.
As you just saw, depends on content. You can't expect a phrase "learning notes" to be specific enough to cover all cases.

Your first statement is false.
Being elected or paid by someone doesn't carry any kind of magic rule that makes you "accountable" to them in practice. People who are elected or paid are regularly not accountable to anyone but other people in the same position, as evidenced by complaints and boycotts and public proclamations of opposition or proof of wrongdoings having zero effect. Vice versa, even if you were to define that as "accountability" (which I don't), then it's possible to withhold support for CF, fulfilling that definition just as much.
That aside, "he can do whatever he wants with it" is a massive red flag, only used when there's an actual bad decision with no way to defend it. It's a way of saying STFU. If you want to stand by it, you're just implying it was a bad decision (or trolling). If you don't want that, simply make a valid argument instead or say nothing if you don't care.
